Code of Conduct for Tourists

Harghita County’s stunning natural landscapes, rich cultural heritage, and unique spiritual sites hold value for all of us – whether we are part of the local communities or visiting as guests.
 
To ensure these treasures retain their original beauty and tranquility for a long time, it is important that during our visits we act with mindfulness and respect toward nature, local traditions, and each other.
 
The following recommendations aim to help make exploring Harghita County a lasting experience for everyone, while together protecting the landscape and the peace of local communities.
1. Principles for Being in Nature
Respect for the landscape and wildlife
  • Explore the countryside by following only marked trails, to keep the vegetation intact.
  • On protected areas, leave flowers, mushrooms, and other natural treasures in their original environment.
  • Observe animals from a distance at designated spots, preferably with a guide – especially nesting birds and wild animals.
  • Avoid using drones in natural and protected areas, as they can easily disturb wildlife.
  • Do not damage the environment: avoid scratching tree trunks, and breaking branches or plants.
  • Before visiting protected areas, familiarize yourself with the rules and conservation guidelines, and follow the regulations in place.
Bears and shepherd dogs
  • Do not feed bears! Feeding them is both dangerous and illegal.
  • Store food safely when camping or picnicking.
  • If you encounter shepherd dogs, stop, stay calm, and give them time to settle. If possible, wait for the shepherd to arrive.
Waste management
  • Take all your waste with you. Even compostable waste can disrupt the ecosystem.
  • Use a refillable water bottle instead of single-use plastic bottles.
Fire safety
  • Only light fires at designated fire pits.
  • During periods of high fire risk, fires may not be allowed even at these designated spots.
Camping and tenting
  • Camp only in designated and authorized areas.
  • On private land, pitch a tent only with the owner’s prior permission.
  • Keep the area clean and intact while camping or tenting.
Minimizing noise in nature
  • The silence of nature is essential for wild animals, so avoid loud noises and disturbances.
  • Avoid loud motorbiking, quads, or off-road vehicles in protected areas; these activities should only be done on designated routes and authorized areas so animals can live undisturbed.
Hiking with dogs
  • If you bring a dog, keep it on a leash at all times, even if it is gentle and obedient.
  • Off-leash dogs may pose a threat to wildlife, grazing animals, and natural habitats.
2. Lakes and Waterfront Habitats
Protecting aquatic habitats
  • Swim only in designated areas – lakes are often sensitive ecosystems.
  • Do not wash clothes, dishes, or other items in the lake.
Protecting wildlife
  • Leave water animals – birds, reptiles, amphibians – undisturbed in their natural environment. Do not feed them!
  • Reed areas are important habitats; entry into these zones is prohibited.
Fishing
  • Fishing is allowed only with a valid permit, in designated areas, and within size and quantity limits.
3. Visiting Cultural Heritage and Religious Sites
Respect and consideration
  • Buildings, churches, and sites of pilgrimage are not only tourism sights but also living spiritual spaces. Be quiet and considerate of others during your visit.
  • Avoid using drones and loud devices at these locations.
  • Photography is generally allowed unless explicitly prohibited.
Dress and behavior
  • In religious sites, modest clothing (covered shoulders and knees) shows respect.
  • Do not eat or smoke inside buildings.
4. Pilgrimages and Visiting Religious Sites, Including the Șumuleu Pilgrimage
  • If you participate as a pilgrim or visitor, be quiet, courteous, and supportive of others.
  • Leave no trace behind. Pilgrimage is also a spiritual journey – help keep it that way for others.
5. General Ethical Code
According to the Global Code of Ethics for Tourism, visitors to Harghita County are expected to:
  • Treat local communities with respect, honoring their culture and language.
  • Follow local rules and guidelines.
  • Support the local economy where possible, prioritizing local products, crafts, and local dining and accommodation services.
